This guidance sets out the basis of the capital framework, allocations, and planning for 2025/26. Following the conclusion of the 2025 Spending Review (Phase 2) in June 2025, a multi-year capital settlement has been confirmed. The capital guidance has been updated to reflect this multi-year period and provide clarity on allocations and planning beyond 2025/26.
