This report finds nearly one in three homecare providers cannot meet current demand despite improvements in staff retention, whilst others cannot give their care workers enough hours of work. The 2025 workforce survey, covering 450 homecare providers, over 186,000 people and 135,000 care workers, exposes the impact of government decisions on immigration, commissioning and NHS funding.
